REGULATIONS

Hanoi Open Rapid Chess Championship 2022

Hanoi Department of Culture and Sports promulgates the charter of the Hanoi Open Rapid Chess Championship 2022, specifically as follows:

I. Purposes:

- Celebrating major national holidays, contributing to building a healthy and rewarding long-term intellectual environment for the youth of the Capital.

- Contributing to the chess-movement development of youth and students in universities in the Northern region in particular and the whole country in general, creating favorable conditions for the preparation of the provinces and cities’ forces for the 9th National Sports Congress in 2022.

- Competing between disabled people and the chess community, giving practical support to help people with disabilities to gain confidence, integrate into the community, master their lives, change the community's view of images, abilities and life diverse, as well as colorful lives of people with disabilities.

II. Location and time:

1. Location:

The tournament will be held at My Dinh Indoor Athletics Competition Palace, Tran Huu Duc Street, Cau Dien Ward, Nam Tu Liem District, Hanoi on Sunday, November 6, 2022.

2. Time:

- Start day: Sunday, November 6, 2022.

- 8:00: Opening ceremony.

- 8.30 - 11.30: Round 1 - 4 Rapid.

- 14.00 - 17.00: Round 5 – 8 Rapid.

- 17.30: Summarizing, awarding and closing ceremony.

III. Participants and Form of competition.

1. Participants:

The tournament has 03 sections: BEGINNERS, OPEN and ADVANCED như sau:

a. BEGINNERS SECTION includes: (male and female play in different sections from U5 to U13):

+ Under 5: Born on or after 01/01/2017.

+ Under 6: Born on or after 01/01/2016.

+ Under 7: Born on or after 01/01/2015.

+ Under 8: Born on or after 01/01/2014.

+ Under 9: Born on or after 01/01/2013.

+ Under 10: Born on or after 01/01/2012.

+ Under 11: Born on or after 01/01/2011.

+ Under 13: Born on or after 01/01/2009.

b. OPEN SECTION (no age limit): including university students, players, parents... who have never won individual medals (standard chess, rapid chess, blitz chess, traditional chess) at national and international tournaments approved by the Vietnam Chess Federation, which is recognized by the General Department of Sports for 04 years from 2019 to 2022 (excluding online tournaments).

Attention: In the Open section, male and female players play in the same section but with separate prizes.

c. ADVANCED SECTION:

Including players who have won individual medals (standard chess, rapid chess, blitz chess, traditional chess) at national and international tournaments for 04 years from 2019 to 2022, including the following groups (male and female players play in the same section but with separate prizes):

+ Under 7: Born on or after 01/01/2015.

+ Under 9: Born on or after 01/01/2012.

+ Under 11: Born on or after 01/01/2011.

+ Under 13: Born on or after 01/01/2008.

+ Advanced Open section (14 years old and older)

All players competing in the advanced board must have a FIDE ID.

2. Form of competition:

- 8 games of Rapid Chess for age groups with 30 or more players. Age groups with less than 30 players play 7 games.

- Playing time: 20 minutes for each side.

- The tournament applies the latest chess competition rules issued by the Vietnam Chess Federation.

- Chess score sheets are not compulsory.

IV. Rating method:

- The tournament is paired and played according to the FIDE modified Swiss system. Original ranking of the players in turn is according to the Rapid chess Elo ratings (due to FIDE's November 2022 Elo table), then first name, last name…

- Individual ranking respectively: Score, direct confrontation between a group of players with the same score, lowest Buchholz coefficient dropped 1, Buchholz coefficient, number of games playing Black, number of games won playing Black, if still equal it will be drawn to determine the ranking.

- Team ranking: Calculated by summing the total rankings of the two highest ranked players on each team, if they are equal considering the total points of these two players. If the total points of two teams are equal, which team has 01 individual ranked player higher will rank above.

V. Reward and discipline:

1. Reward:

- Individual prizes include: 01 Gold Cup, gold, silver, and bronze medals for male and female players ranked 1-4, the individual 4th place will be awarded the third prize; monetary prize, and Certificate of individual medal achievement from the Organizing Committee.

- Team prizes will be awarded medals from 1-4. The 4th place team will be counted as the third place.

- Consolation prizes for each age category with separate prizes for male and female.

- Other consolation prizes for the youngest players.

- Specific rewards and bonuses will be announced by the organizers before the tournament.

- The results of the Advanced section will be transferred to FIDE in order to calculate the International Rating in December 2022.

2. Discipline:

- Any players who violates the competition rules and general rules of the Tournament. Depending on the level of violation, the Organizing Committee will take disciplinary action from warning, disqualification to removing the competition record.

3. Complain:

Players and coaches have the right to denounce the cheating behavior of other players (if any) in writing or by contacting the Tournament Organizer directly (within the time specified by the Organizing Committee). At the same time, a payment for complaint fee (200,000 VND / 1 complaint) is required. The Organizer will refund when the claim is accepted. It is strictly forbidden to post inaccurate information or reflect the cheating behavior of players on social media.

The relevant units and individuals must absolutely comply with the decisions of the Organizing Committee on complaint settlement..

The Organizer's decision is final in all cases.

VI. Competition fees and registration:

- Exemption of competition fees for players who are International Grandmasters (GM, WGM), International Grandmasters (IM, WIM), players with international elo ratings of 2200 or higher, disabled players. Players who are currently students of universities and colleges, the competition fee is 150,000 VND / 1 player.

- Accept from the above players, others participating in the competition must pay a fee of: 250,000 VND / 1 player.

- All registrations are valid only when the fee has been paid to the Organizing Committee before the competition registration deadline.

- Competition registration deadline: No later than October 30, 2022

- Late registration after October 30, 2022 will pay an additional VND 50,000/ 01 player.

- Units and individuals registered to participate in the Tournament send the list of players to the tournament organizer via email: dangkythidau.kientuongtuonglai@gmail.com

- The list of players registered to participate in the tournament will be updated on chess-results.com (see VIE).

VII. Other regulations:

- Players are not allowed to bring communication devices, electronic devices, wristwatches with screens and professional documents into the competition room. The referee board will confiscate it as soon as a player violates this rule.

- Units and individuals are self-sufficient in travel and accommodation expenses during the tournament and pay competition fees.
